Mpayimana Philippe announced that he intends to run again to lead Rwanda in the elections scheduled for July 2024.
Mpayimana became very famous when in 2017 he ran for the leadership of Rwanda, in the election he was defeated by Paul Kagame with 98, 79% votes.
Mpayimana who was an independent candidate came in second place with 0.73% of the votes, Frank Habineza from the Green Party came in third with 0.48% of the votes.
After that, she did not lose heart, because she appeared among the candidates to be a member of parliament when she campaigned personally and did not get the votes to enter the Parliament.
In 2018, Mpayimana publicly announced that he was founding a party called (Parti du Progress du Peuple Rwandais: PPR) aimed at the development of Rwandans, but he did not continue to agree in the political arena.
In November 2021, he was mentioned again when he was hired at MINUBUMWE where he was appointed as a Campaign Operations Specialist.
While on vacation in France, he told IGIHE newspaper that his ambition to become the President of Rwanda continues.
He said that there are things that have not been achieved that he would like to collaborate with Rwandans while sitting on a chair in Urugwiro Village.
“I have a project to submit,” he said.
He said that although it is often said that no one can change a team, it is possible to create a new one and be successful.
Among the reasons why he decided to publicize it, including the “difficult problem” of Rwandans who fled Rwanda in 1994 “they are abroad with nothing to get closer to their country”.
He said, “They still have the feeling of that time and they are Rwandans that we should not abandon. We need new programs that allow them to begin to reconcile and work with their country.”
earMpayimana says that there are more than 20 things that he plans to include in his “manifesto” in the next month, only that there will be a return to the Rwandan Union and the way the world deals with the country.
He said, “Foreign countries because of their ideology, we have come a long way, but foreign countries still want to divide Africa in two. You see in Congo when they divide some people who call themselves Rwandans, that’s what they want us to do.”
He said that all this needs a new policy, because the countries behind Congo are supporting its ideology.
He explained that in a month or two, he will start recruiting people, telling them about his political views.
That will not interfere with the work of MINUBUMWE, which he is already doing, because he will go to it in his last hours.
He plans to use his personal savings in this election, saying, “There is no plan to apply for a loan, I will use my ability”.
Mpayimana was born in Nyaruguru District in 1970.

earHe studied high school in the Save school community, and continued at the National University of Rwanda in Nyakinama. He also continued to study languages in Cameroon, he will be one of the journalists who started with Television Rwanda in 1992.
He became a refugee in Congo-Kinshasa, Congo Brazzaville, Cameroon and France, and wrote a book called “Réfugiés rwandais, entre marteau et enclume : récit du calvaire au Zaïre”.
